The Unveiled was modelled twice, once as a race of its own and once as the final evolution stage of the Voidborn path. The stage is the correct reading: The Unveiled is where a Voidborn ends up, not a fourth thing you pick at creation.

So the race roster is exactly three: Soul Warden, Voidborn, and Lumen Order. Reaching The Unveiled no longer implies changing race.
