Division Changes and Seats Have Stakes

Changing division now requires tier 2, costs Obols and has a cooldown.
Vacant-seat claims and seat challenges now show and enforce their rank and eligibility gates.

Division movement and the seat ladder now ask more of you. A division change requires tier 2 and costs Obols; vacant-seat claims and challenges show their rank and eligibility gates before you commit.

These gates make a division choice and a seat challenge a meaningful decision, while keeping the rules clear on the Barracks screens.
